SOROTI – The Inspector General of Government (IGG) has ordered the interdiction of three Soroti University officials, effective immediately, due to allegations of financial misconduct. The officials, Robert Magemeso, Abdallah Oyare Shaban, and Francis Elyebu, are accused of causing a financial loss of UGX 464,693,000 to the institution.

The interdiction follows their arraignment in the Anti-Corruption Court on June 4, 2024, on charges of causing financial loss, false certification, and abuse of office. The officials were granted bail and are required to deposit their passports in court.

The IGG’s order is based on Article 230(2) of the Constitution and Section 13(6) of the Inspectorate of Government Act, 2002, which allows the IGG to suspend officials from exercising their duties during ongoing prosecution.

The charges against the officials include:

  • Causing financial loss by issuing false certificates and authorizing irregular payments
  • False certification by public officers
  • Abuse of office by irregularly certifying payments and neglecting duties
  • Neglect of duty by failing to supervise and ensure compliance with approved designs and bills of quantities

The case is ongoing in court, and the officials will remain suspended until the prosecution is concluded.
